The union`s more than 400 teachers have been without a contract since June 30. No new negotiating meetings have been set until Thursday. Negotiations hit a wall last week after the union rejected the school administration`s latest salary proposal. The Hatboro-Horsham School District Office of Human Resources is dedicated to providing excellent staff services by helping schools and departments in the district recruit and retain the best qualified candidates. We are responsible for all aspects of personnel relations, from hiring date to retirement or termination. In concrete terms, the Human Resources Office ensures respect for labour rights and mandates, deals with labour relations and collective bargaining, develops staff recommendations and manages all facets of the staff framework programme. Our service procedures support the implementation of the district performance plan by providing optimal service and support to meet the collective needs of our students, staff and community. “The process has been respectful and collaborative,” said school board chair Jennifer Wilson. “We agreed on COVID-19 before the state shutdown. However, the approval of the contract was maintained on the salary, while our collective attention shifted to the continuity of the training of our students. In districts with pacts requiring a contribution to bonuses, teachers pay in one of three different ways according to the terms of their agreement: a fixed annual fee, a percentage of bonus fees and a percentage of salary.

“We`ve been negotiating in good faith since January,” says Bryan Moore, president of HHEA, “but now the district is refusing to negotiate our health care.” According to the rules of the Pennsylvania Labor Relations Board, the public authority that imposes labor rights on public employees, health care bargaining is a mandatory subject of negotiation. Collective agreements are usually negotiated behind closed doors, notes the Foundation, which calls itself a “Pennsylvania market economy think tank.” It has put online a searchable database containing provisions relating to employment contracts for each school district. .
